Todd Gagnon
Todd Gagnon is a Strategic Advisor for Imperium Global Advisors. Todd is a seasoned executive leader, strategist, and cybersecurity expert who has spent more than three decades advancing national security, technology innovation, and cyber resilience across the U.S. government and private sector.
His expertise includes enterprise leadership, cyber operations, intelligence integration, electronic warfare, program management, organizational resilience, and strategic planning. A trusted advisor to senior military and civilian leaders, he has led high-performing teams and complex operations around the world, delivering secure, scalable solutions in dynamic and high-stakes environments.
Before joining Imperium, Todd served in a series of senior defense leadership roles, including as Director of the Chairman’s Action Group for the Chairman, Joint Chiefs of Staff, where he advised top military leadership on policy, engagement, and crisis response. He also served as Regional Operations Director for Navy Cyber and Electronic Warfare Forces in the Pacific, overseeing a workforce of more than 2,000 personnel, and as Senior Operations Executive for Carrier Strike Group One, leading cybersecurity, intelligence, and electronic warfare integration across seven globally deployed assets. Earlier in his career, he helped establish the Navy’s first offensive cyber operations team, a capability later scaled across U.S. Cyber Command.
Following his military service, Todd continued to advance innovation and security in the private sector as an Operations Manager and Artificial Intelligence Researcher at Datalytica, where he led cross-functional teams developing advanced AI and cybersecurity solutions.
Todd resides in Augusta, Maine.
